3RD SESSION ASSEMBLY MEETING - 2022

On tuesday 31st Aug 2022 at the assembly hall of UDEMA, at 10:15 am, THE FIRST ORDINARY MEETING OF THE THIRD SESSION OF THE FOURTH ASSEMLBY OF THE UPPER DENKYIRA EAST MUNICIPAL ASSEMBLY  meeting commenced with the Hon Presiding Member for UDEMA Hon. Kwesi Owusu Antwi Chairing the meeting together with MCE, MCD and MP for UDEMA.

The Assembly raises concerns about the Indiscriminate erection of structure around Dunkwa Toll bridge and Subinso....

Presiding Member directs the Municipal Engineer to as a matter of urgency ensure that structures that do not have permit at Toll bridge and Subinso are demolished immediately.

Assembly seeks Attorney General's Advise over its confiscated official vehicles by court order.

Hon Kwame Nsowah Salvation , the assembly member for Asikuma raises concern about the establishment of Police and the erection of check points in the Municipality.

MRADANHENE NANA KWAME KUMAH III, raises concern about the lack of water flow to the people of Mradan new site area.

Fire Officer, Mr Essel John, say about 12 fire outbreaks have been recorded since the beginning of the year. He suggested for a partnership with the assembly to help undertake fire risk assessment in some structures in the Municipality.

Hon Alex Bentil, the Assembly Member for Mfuom, suggested for financial support to Municipal Fire Station project.

Hon Sylvestina Bio, the Assembly Member for Ahenfie residential area, talks about her committees work so far to solicit for funds to support the Fire Station project. She tells the meeting that the Municipal Engineer and the committee will discuss the final Financial Estimate with the MCE.
 
However, the Municipal Engineer, says, an amount of GHC 281, 000 is the estimated amount required to support the Fire Station project.

The Presiding Member enquires about the inauguration of the ZONAL COUNCILS .

Asikuma Zonal Council remains the only inaugurated amongst the proposed 5 Zonal Councils.
However, the Asikuma Zonal Council is yet to be fully operational because the members of the council require an in-service-training or workshop, this was asked by Hon. K.N. Salvation to the management of the Assembly and in response, the MCD. Mr. Azumah Adams promise the house that, the orientation is going to be done latest by 8th September 22.

The Municipal Coordinating Director says the Kyekyewere Zonal Council is next on their Radar and also pleaded to the Assembly Members to help the mobilization of IGF.

Presiding Member Moreover enquires from the Municipal Coordinating Director about the non-payment of rent by occupants or tenants of the ASSEMBLY'S bangalows which is GHC 40 per month.

The Municipal Coordinating Director says the laws will be enforced henceforth.

The Presiding Member says the ASSEMBLY'S next GENERAL meeting will be in October.

The MEMBER OF PARLIAMENT, Hon Dr FESTUS AWUAH KWOFIE, charged the Municipal Coordinating Director and the entire staff of the Assembly to be Proactive in the collection of rent Advance from occupants of the government bangalows.

The Municipal Coordinating Director, Mr Braimah Azumah says the confiscation of the ASSEMBLY'S vehicle is very worrisome to the day to day activities of the ASSEMBLY.

The Presiding Member says a total payment of GHC 531,000 has been made by the Assembly to get the ceased vehicle released but to no avail.

But according to the Cordinating Director, the company  in which the ASSEMBLY'S vehicles are in their possession demands that an amount that values the three (3) vehicles must be paid before the cars are released.

Hon Makwesi, the Assembly Member for Canary Road, feels the Assembly has been unfairly treated or cheated by certain decisions or ruling of the court.
He requires that the Assembly persues further to enable it retrieve the 3 ceased court. 

Meanwhile, the Presiding Member, Hon AKWASI OWUSU says the 28th February deadline for the payment given by the court has expired.

MCE FOR UPPER DENKYIRA EAST INTRODUCED THE FOLLOWING GOVERNMENT OFFICIALS DURING THE ASSEMBLY MEETING TODAY.

Supt Benard Nogah is New Municipal Police Commander,  Mr Anthony Takyi the new Municipal Director of Education, Mr Joseph Kpebu is the Municipal manager of Ghana Water Company, And Mr Enoch Obeng Municipal Veterinary Officer.

380 Dual Desk, 14 teacher tables, 14 teacher chairs, etc have been distributed to some schools in the Municipality.

The Assembly is aiming at supplying about 600 dual desk to some 15 selected schools very soon.

Assembly proposes a Ceramics Factory situated at Buabin during the Central Regional Expo 2022.

The Municipality to inaugurate a community mining scheme to create jobs in areas such as ACHEASE, MERETWESO, POKUKRON etc for a responsible mining.

School projects support for Zion, Mootiakrom, etc from the Member of Parliament and the Assembly.

M.P and assembly Provide 17 packets of roofing sheets to the Akyempim community for a community project.

MCE charges assembly members to help make the various Zonal Councils Functional.
According to the MCE 50% of revenue generated within the Zone, shall remain with the respective Zonal Councils.

MCE urges Farmers to register for seedlings within the stipulated time.

GHC 701,556 generated revenue as IGF from January to July 2022, As compared to last year's GHC  400, 000 generated revenue.

Pay as you dump revenue stands at GHC 1,000 per month with  monthly commission to Attendants. However, the assembly appeals for support from assembly members to help recruit active Attendants.

COMPLETION OF THE ASSEMBLY HALL

MCE calls on the assembly members to help complete the Assembly before their tenure expires next year.

An expenditure estimate shall be made on the amount needed to get the assembly completed.

MCE noted that an amount GHC 259,888 is needed to renovate the entire 50 stores of Dunkwa B.O.T building.

He said the operation period left for the ASSEMBLY to take over the management of the B.OT is three( 3) years .

MCE says the road network leading to Boa AMPONSEM SHS shall be graded towards the Schools Anniversary Program in September.

MCE added that  2,800 furniture deficit are being faced by schools in the Municipality.

He further called for education against teenage pregnancy in Municipality.
 
The Assembly has constructed some market centres in KPK, BUABIN, IMRAIM, POKUKRON, ASIKUMA etc which it will soon hand over to the community.

MCE urges the various communities where markets have been constructed to utilize them even though an official handling-over is yet to be made in the soonest.

EXECUTIVE COMMITTEE'S REPORT by The Upper Denkyira East Municipal Assembly.

According to the MCE, Management has called on the Environmental Protection Agency to conduct public Education on Information Centres on the collection of Taxes or Revenue from NIGHT FOOD VENDORS in the various communities.

The ASSEMBLY is looking forward to acquire 100 street lights for rural areas in the Municipality.

MCE Causions Gaming centres without permit to acquire it immediately.

Again, Pubs, Drinking Bars etc should lower their alarming music sounds during the night.

MCE Charges BOASS and Dunkwa SEC TECH school heads to register their lands to avoid encroachment or litigation. MCE Charges assembly members to draw to his attention if any toilet facility in their respective electoral areas DEMANDS renovation

MEMBER OF PARLIAMENT TALKS ABOUT RURAL TELEPHONY NETWORK.

He recounts the challenges he's facing from the first phase, According to him UDEMA was able to lobby for 5 out of 61 nationwide and promise to complete that off Asikuma and Meretweso by the end of the year. 

STOP LEAKING INFORMATION TO ILLEGAL MINERS IN THE FIGHT AGAINST ILLEGAL MINING. MP. BEGS SOME POLICE OFFIERS.
The MP wasn't pleased with the way some officers from the Police department are handling the fight against illegal  mining in the municipality, this he believes some officers extort money from the miners in help release such information. 

HON. K.N. Salvation asks  MCE OR M.P about the  I.H.L astroturf project.

Hon Salvation bemoans Drivers' refusal to convey passengers from Dunkwa-on-offin to Asikuma during the evening, for fear of Armed Robbery and charged the MCE to lieaze with the Police Commander to immediately or as matter of urgency erect temporal Police Check point on the stretch and later plan for the permanent solution. Though he applauded the way police are handling the case but still think there's more room for improvement.

ON HEALTH

A suspected case of Monkey pox disease has been detected in the UDE. According to the Municipal director of health, DR DANIEL ACOLOR, samples of the suspected cases has been sent to the NOGUCHI MEMORIAL MEDICAL INSTITUTE FOR RESEARCH, for further confirmation.

THE M.P for UDE,  HON. DR FESTUS AWUAH KWOFIE has donated two motorbike to the health workers in Buabin and Agyempoma electoral area . This moved by the MP is to help provide support to the health worker towards achieving a quality health care in the municipality.
